An Update on Supplemental Appropriations for Hurricane Education Recovery
 
On January 5, 2006, the U.S. Department of Education issued a press release announcing that Louisiana, Mississippi, Texas, and Alabama would begin to receive immediate funds (more than $253 million) as part of the Hurricane Education Recovery Act. The release stated that “The funds are the first from the $750 million that Congress has appropriated for restarting schools in the hurricane-affected states.”

According to the release, state education agencies will use the funds to “…defray expenses related to the reopening of, restart of operations in, and the re-enrollment of students in elementary and secondary schools that serve the areas affected by Hurricanes Katrina and Rita.” While funds from the Federal Emergency Management Agency (FEMA) will be used to restore physical plants for schools, the Hurricane Recovery monies will go toward restoring and replacing materials and equipment “inside the school and the classroom.” The Recovery Act also provides assistance to districts that have taken in students displaced by the disasters, providing approximately $7,500 for each student with disabilities and $6,000 each for all other students.
