As of the 2007-2008 school year, the New York City Department of Education has flattened its former regional structure and reverted to a system in which 32 community school districts and 3 specialized districts oversee their K-12 schools and report directly to the Chancellor.
Instructional support for the schools is now provided by newly created School Support Organizations (SSO): Learning Support Organization (LSO), Empowerment Support Organization (ESO), and Partnership Support Organization (PSO). In the 2007-2008 school year, principals selected one SSO type. These internal and external organizations offer packages of differentiated instructional supports that the schools can purchase. The SSO’s help schools achieve their accountability targets, provide professional development, design programs for high needs populations, and attract and support high-quality teachers. Administrative support for the schools is now provided by new Integrated Service Centers (ISC). There is one ISC in each of the five boroughs that offers schools assistance with mandated and operational services related to human resources, payroll, budget and procurement, transportation, food services, facilities, grant management, technology, health and safety, student suspensions, youth development, and some elements of special education. Please note that the New York directory lists Community School Districts 17,18,20,21,22 in the Richmond County section (pages 179-185) because they report to the Staten Island ISC. However, these districts are physically located in Kings County (pages 74-90).
As part of the reorganization, the NYC Department of Education created new positions to support their new structure. Since these functions are specific to NYC, they were converted to existing job functions on the MDR database and listed in the New York Directory as follows:
